Sponsor a structure for entrepreneurs to support entrepreneurs
The Obama government agenda includes the creation of a network of incubatorsI would suggest that rather than creating a government run entity, the government sponsors an independent structure of entrepreneurs supporting entrepreneurs (self help teams). Government employees are not entrepreneurs, and consultants living off government money will probably not be much better at helping entrepreneurs. Only entrepreneurs can really mentor entrepreneurs, so this network of incubators should be run by entrepreneurs.
The government can help by providing infrastructure to support this network, in the form of space where entrepreneurs can meet, and ideally on the financing side something that would look like a mutual guarantee fund: a kind of insurance that covers some (and not all) of the financial risk, as an incentive for entrepreneurs to invest in a fund for entrepreneurs: Participation in the form of mentorship and investment to empower would-be entrepreneurs and help them become successful entrepreneurs.
