Federal regulators converted Wall Street’s remaining stand-alone investment banks – Goldman Sachs and Morgan Stanley – into bank holding companies Sunday night.The move allows Goldman and Morgan to scoop up retail banks and to streamline their borrowing from the Federal Reserve.
